Organization Overview
Our client recently acquired a business in Quebec that operates as a separate entity. The organization currently works with an Ontario-based HR consultant and is seeking a Quebec counterpart who can provide dedicated, fractional support.
The immediate need includes advising on a Quebec employee’s extended medical leave and Record of Employment request, helping the client manage communications appropriately, and reducing compliance risk. The organization also needs its employee handbook reviewed for alignment with Quebec HR and employment requirements.
Position Summary
The People People Group is seeking a bilingual Quebec HR Consultant to provide practical, responsive HR guidance and hands-on support for a client’s Quebec operations.
The consultant will act as the Quebec counterpart to the organization’s existing Ontario HR consultant. The engagement combines ongoing advisory support with direct involvement in employee relations, Quebec compliance, terminations, offboarding, and manager development.
The successful consultant will be comfortable handling difficult conversations, advising on Quebec-specific HR requirements, and attending meetings in person in Montreal when circumstances require it. Professional fluency in French and English is mandatory.
Key Responsibilities
Employee Relations and Compliance

Advise on employee-relations matters affecting the Quebec operation.

Support medical-leave matters, including Record of Employment requests, employee communication, documentation, and compliance considerations.

Guide the client through sensitive employee situations while helping identify and reduce compliance risk.

Review the employee handbook and related policies for alignment with applicable Quebec HR and employment requirements.
Terminations and Offboarding

Provide hands-on support for terminations, offboarding, and other difficult employee matters.

Attend sensitive employee conversations in person in Montreal when required.

Help prepare appropriate documentation and support respectful, compliant processes.
Manager Support and Training

Advise managers on performance-management matters.

Provide practical manager training, preferably in person when appropriate.

Act as a responsive Quebec HR resource for the client’s leadership team.
Ongoing Fractional Support

Provide approximately 10 hours of support per month, with the working pattern agreed according to client needs.

Work independently as a third-party consultant.

Coordinate appropriately with the client and its existing Ontario HR consultant.
Required Qualifications

Professional fluency in French and English.

Relevant hands-on HR experience in Quebec.

Strong working knowledge of Quebec HR practices and employment requirements.

Experience managing sensitive employee-relations matters, including medical leave, terminations, and offboarding.

Ability to review HR policies and employee handbooks through a Quebec compliance lens.

Strong communication skills and confidence leading difficult employee conversations.

Availability to provide in-person support in Montreal when required.

Comfort working independently in a fractional consulting capacity.
Preferred Qualifications
